List API keys
Lists one cursor page of API-key metadata for the active organization. Requires an exact org:admin Clerk session; API-key and OAuth actors receive 403. Organization-level — takes no X-Brand-Id. brandId on a row is the key’s binding, not the request actor. Stored secrets and hashes are never returned.
